Despite the symbolism of this step, it faces real challenges, the court decisions lack the weakness of the implementation mechanism, as the rulings issued by the Security Council are referred, where legal considerations overlap with the balance of international powers, especially with some permanent members of the veto. In addition, the course of litigation passes through multiple procedural stages, starting with the request of temporary measures, and then looking at the jurisdiction of the court, before going into the subject of the lawsuit, which makes the path long and complex, may extend for years, and thus reflects a diplomatic bet on the factor of time, more than a serious endeavor to achieve justice.
