The sector must be granted the institutional independence that it deserves instead of dependency to the Ministry of Defense, and its restructuring in the form of a stand -alone ministry that promotes its organizational and development tasks, because dealing with it as a marginal file is a trend that does not serve the interests of the state and does not keep pace with global developments that make civil aviation a very important development and economic lever.

We were hoping that an independent ministry or commission concerned with the aviation sector would be established, and enjoy all legislative, regulatory and technical powers that enable it to advance the real sector in this sector away from the parental guardianship and mentality that has lost valuable opportunities for development and modernization over many years. Institutional independence is not an administrative welfare, but rather an inevitable necessity to establish a professional structure that is managed with efficiency, and the performance is subject to accountability and professionalism, not to loyalty and authoritarian satisfaction.

The aviation sector is one of the main economic tributaries of any country, as it is not just a means of transportation, but an engine for development, a bridge of regional and international communication, and an important source of difficult currencies and operating opportunities. From this standpoint, its neglect or keeping it in the margin is a neglect of a vital source of national income. Serious dealing with this sector requires a clear political will, an independent institutional structure, and a development strategy that will lead to flying as an indispensable sovereign and economic tool.

The aviation sector in Sudan has suffered from a chronic neglect and an unjustified dependency, as if it was written to be managed by the mentality of the emergency, not seeing development. This negligence deprived the sector of institutional development opportunities, investment, and rehabilitation, so any real reform must begin to liberate flying from this dependency, and give it an independent foundational situation that reflects its position as an active strategic sector in the national economy.

The Prime Minister must assume his national responsibilities, and to reform this historical warp, by extracting the horizon and putting the sector in its correct path. The flying process in Sudan does not tolerate more marginalization or improvisation, but rather needs a new start that starts from real institutional independence, and a clear development vision, which restores this sector.
